THE WELSH PURCHASING CARD
In addition to the standard control features available with corporate cards, the Welsh Purchasing Card (WPC) gives the option of using a groundbreaking pre-purchase authorisation system and a best in breed transaction web based reporting and spend management solution at no cost. WPC is accepted by a huge range of merchants both in the UK and worldwide and is thus suitable for buying virtually any type of goods or services.
The WPC is available to all public and third sector organisations with a Welsh connection under the terms of an agreement between the Welsh Assembly Government and the Royal Bank of Scotland (RBS). The WPC is now a well established throughout Wales with over 80 organisations on the programme. This includes 18 of the 22 County Councils, most of the Higher and Further Education institutions in Wales, Emergency Services and nearly all of the Assembly Sponsored Public Bodies, such as the Museums and National Parks. Town/Community Councils, RSLs and Charities also avail themselves of the WPC.
Major advantages of using the WPC are:
- Reduce the acquisition costs for a broad range of goods and services. (The NAO supports an average saving figure of £28 per transaction)
- Easy to set up with no minimum organisation size or number of cards/spend.
- No card or programme fees
- A comprehensive online management information system to deliver and deal with the back office tasks and transfer of spend data to GL or ERP
- An annual rebate on total spend
- Free support from Value Wales and RBS to set up and manage all aspects of a card programme
